I've never seen it done, and I don't really get the concept at all.
Do you print out the pages after designing it on the computer?Do you need a special printer? Are there any sites online that offer it for free or do you always have to buy a kit?Do you add accessories (stickers, brads,etc.) after printing it?I am clueless, so just basic info would be appreciated.

As for your other questions:
yes, you can print out the pages after you have created them. It is recommended that you have a photo quality printer. If you are scrapping 12×12 pages, then you will need to get a large size printer that can print that size (Epson makes a great one). Or you can upload your page to a photo processing site (I use Costco) and have them printed just like a large photo.

I am a "hybrid" scrapper. That means that I make some of my page using the digital kits/Photoshop method and then add "real" embellishments like chipboard, ribbon, etc. once I have my page printed out. I like the dimensional aspect of adding my embellishments- and since I shop so much, I kind of have to use them =).
Again, I really recommend looking up Jessica Sprague's sites to get a better idea. She is totally awesome and answered all questions I ever had and some I hadn't even thought of. She also offers an "Up and Running with Photoshop" class online that guides students through the basics of creating a page. Hope this helps.

I personally do not print out the pages. That kind of defeats the purpose to me. I feel that if I wanted a paper page I would just make one. But some people do print them out for themselves or as gift albums. Some upload them the same as you would a picture to online photo developers to be printed out as a book. Most just organize them and save them on thier computer or a disc.
If you plan on making any pages bigger than 8.5 x 11 and want to print them at home, you do need a special printer such as a 12×12 printer. These are very expensive. Some photo developers will print out 12×12 prints now. You can even save your pages to a disc or memory stick and print from special Kiosks located in some craft store. Archivers has one of these.
You do not need to buy special kits there are plenty of free ones out there but you will need some type of photo editing or scrapbooking software such as photoshop, Creating Keepsakes scrapbook designer, etc. Again there are free versions that you can use for that too. There is a great website that you can go to and look in the gallery under digital layouts to see thousands of layouts people have made using nothing but digital elements. http://www.scrapbook.com On thier sister site http://www.computerscrapbook.com you can find some free background and embellishments.
It is entirely up to you if you decide to print them and if you decide to use any embellishments after printing.

I love digital scrapbooking. It;s easy & you don't have the mess & clutter of paper. http://www.digitalfreebies.com is a great sight for freebies. Every Friday a new one comes out & a lot of times if you sign up for the newsletter there is a freebie in there as well.
I used to print my pages at Costco for 2.99 a page. I haven't printed in a long time though.
I also love digital because you can reuse everything as much as you want. If you make a mistake just undo it & it doesn't ruin anything.
