What is the best photo editing software, and why, what are the specific benefits of one over another?

I am an ametuer photographer who would like to get better, lol.
I am looking for software to edit my digital photos and something that also has video capabilities.
Am I better off to go out and buy it, or download it from the net.
What about Photoshop Elements? It has all the best features of the full version of Photoshop that an amateur photographer might wish to use, it's far simpler to work with and a fraction of the price. There's more info. about it on my website.

Adobe photoshop is the best but its not very easy to use. If you are looking for simplicity of use at a moderate price check out jasc paint shop pro. I has some great photo clean up tools and is at a good price. I like it over photoshop because its easier to use

My best suggestion for you is Adobe Photoshop Professional. It is a little pricy but, it is what professional studios, newspapers and magazines use. Photoshop will allow you to do just about anything to a photo from removing red eye to brightening to cutting out parts of the image that you don't want to layering one photo over another. No other photo editing software that I know of offers as many options and possibilities.
